Der Zustand von Natur und Landschaft in Deutschland ist unverändert besorgniserregend, weshalb eine Neuausrichtung der Naturschutzpolitik dringend notwendig ist. Hierfür kommt einer umfassenden Novellierung des Bundesnaturschutzgesetzes eine besondere Bedeutung zu, die bislang nicht umgesetzt werden konnte, wenngleich die rot-grüne Bundesregierung derartige Bemühungen unternommen hat. Anhand einer umfassenden Politikfeldanalyse untersucht der Autor Chancen und Restriktionen dieses Reformvorhabens in der 13. und 14. Legislaturperiode. Dabei zeigt sich eine generelle Überforderung des politisch-administrativen Systems, eine problemgerechte Reform gegen den Widerstand einflussreicher Verursacherinteressen durchzusetzen. Zum Schluss werden daher Ansatzpunkte einer Verbesserung der Handlungsmöglichkeiten der Naturschutzpolitik aufgezeigt.
