Im zweiten Halbjahr 1998 übernahm Österreich, nach seinem Beitritt im Januar 1995, zum ersten Mal den EU-Ratsvorsitz. Diese Arbeit nimmt die Darstellung der österreichischen Präsidentschaft zum Anlaß, die Funktion des Ratsvorsitzes einer integrationstheoretischen Analyse zu unterziehen. Der Ratsvorsitz liegt an der Schnittstelle zwischen Nationalstaat und Union und bringt die Doppelrolle des Rates als zwischenstaatliches Verhandlungsgremium und supranationales Organ der Gemeinschaft besonders deutlich zum Ausdruck. Aus dieser Doppelrolle ergibt sich folgende Fragestellung: Stärkt die Präsidentschaft die Union oder die Nationalstaaten? Die Arbeit kommt zum Ergebnis, daß die Präsidentschaft gerade weil sie von nationalen Regierungen ausgeübt wird, die europäische Integration fördert.
