Mit den Leistungen der öffentlichen Hand in Form von räumlicher Planung und städtebaulicher Infrastruktur verbinden sich zum Teil enorme Auswirkungen auf Preise für Bodenverfügungsrechte. In dieser Arbeit wird eine ökonomische Beurteilung von drei Reformvorschlägen für Abgaben zur Berücksichtigung derartiger Planungs- und Infrastrukturleistungen vorgenommen: Hierzu gehören die Infrastruktur- und Planungskostenabgabe, der Planungswertausgleich und die Bodenwertsteuer. Der Vergleich dieser drei Abgabentypen erfolgt auf der Grundlage finanzpolitischer Überlegungen und neuerer theoretischer Erkenntnisse - vor allem aus der Perspektive der Neuen Institutionenökonomik - und mündet in Vorschlägen zur Reformierung des heutigen Abgabensystems.
