Die Studie beschreibt erstmalig umfassend die Entstehung, Entwicklung, Organisation, Funktion und Arbeitsweise des Büros des Reichspräsidenten von 1919-1934. Seine Beamten, darunter Otto Meissner, waren verantwortlich für die administrative Umsetzung des präsidialen Wollens, die Wahrnehmung und Wahrung der verfassungsmäßigen Rechte und Pflichten des Staatsoberhauptes. Die Untersuchung beschäftigt sich neben der Darstellung der alltäglichen Arbeitsabläufe, die die Amtsführung der beiden Reichspräsidenten Friedrich Ebert und Paul Hindenburg bestimmten, auch mit der Frage des bürokratischen Einflusses auf die Politik, insbesondere in bezug auf die präsidiale Notverordnungspraxis nach Artikel 48. Insofern ist die Geschichte des Reichspräsidentenbüros, das direkt oder indirekt beteiligt war an den politischen Entscheidungsprozessen jener Zeit, auch eine Geschichte der Weimarer Republik.
