Die aus Anlass des 100. Geburtstags von Konrad Hesse (1919-2005) angefertigte wissenschaftsgeschichtliche Studie beleuchtet die Neuformierung des Öffentlichen Rechts an der Universität Freiburg i.Br. in den drei ersten Nachkriegsjahrzehnten, genauer von 1945 bis 1967. Die Darstellung rekonstruiert die Neuanfänge in Gestalt einerseits einer Institutionen- und Personen-Geschichte und andererseits einer Diskurs- und Wirkungsgeschichte. Darin ist sie nicht nur ein Stück örtlich radizierter und begrenzter Wissenschaftsgeschichte, die um die junge Staatsrechtslehrergeneration von Wilhelm G. Grewe, Joseph H. Kaiser, Konrad Hesse, Horst Ehmke und Werner von Simson kreist. Vielmehr trägt die Freiburger Entwicklung in vielem exemplarische Züge für die Neu(er)findung der Staatsrechtslehre unter dem Grundgesetz.
