Die Konkurrenz mit der DDR in den jungen Staaten Afrikas beschleunigte den Ausbau der Entwicklungspolitik; die Zuständigkeit dafür fiel indes in zähen Koalitionsverhandlungen nach der Bundestagswahl vom 17. September an ein neues Ressort.
